Dear orienteering friends!

On behalf of the organisers we would like to welcome your participation in the JWOC-99 in Bulgaria. In this bulletin you may find the latest information concerning this event, useful for competitors, coaches, and everyone practising orienteering all over the world.

 

Event centre

 

The event centre of the JWOC-99 is the complex “Sunny day”, located 10 - km North of Varna. It is a part of resort “St. Constantin” The address of the resort centre:

The competitor office and Press-office are situated in “Sunny day”. The competitors will be accommodated in hotels within 400 m. from the competitor office.

Entry Forms Deadline

 

The organiser should receive the final Entry Forms no later than 15.06.99 to the address in the form. It would be better to submit your Entry forms in paper and electronically in the official address of the JWOC-99:

Competitor office

 

The competitor office of the JWOC is in “Marina” hotel. It will be open on July 5th, 1999 (Monday) at 10 o’clock and will be closed on July 11th, 1999 (Sunday) at 12 o’clock. In the competitor office there will be available accreditation, accommodation, transportation, fees, competitor information, souvenirs, e-mail.

Press office

 

The Press office of the JWOC is in “Marina” hotel. It will be opened from July 5th, 1999 at 10 o’clock to July 11th, 1999 at 12 o’clock. There will be available e-mail and copying machines for accredited journalists.

Visas

 

Now there are some changes in visa rules:

The following countries don’t need visas if they stay in Bulgaria no more than 30 days:

Australia,Austria,Belgium,Great Britain,Germany,Denmark,Estonia,Israel,Ireland,Spain,

Italy,Canada,New Zealand,Norway,Portugal,USA,Finland,France,Netherands,Switzerland,

Sweden,Japan.

The following countries don’t need visas at all:Lithuania,Macedonia,Poland,Romania,

Slovakia,Slovenia,Hungary,Croatia,Czech Republic,Yugoslavia.

Russian and Ukrainian citizens can stay in Bulgaria without visas,but they should show at the

Border checkpoint the sum of money equals to 40 USD per each day of their stay.

For more detailed information, please consult the Bulgarian Embassy in your country.

 

Accommodation

 

Competitors, coaches, leaders and accreditation officials will be accommodated in double and triple rooms.

 

Food

 

The food at the JWOC will be served at the fixed restaurants for the teams. With the accreditation you will take food coupons. Vegetarian food will be available on request. Please, tick “VG” after the vegetarians’ name in the Final Entry Form.

 

JWOC Rules

 

For the JWOC-99 will be valid IOF rules for foot orienteering competitions, which have been valid since January, 1st, 1998

There is a change for the classic distance and relay:

6.JWOC 1999 Its agreed that at JWOC in Bulgaria there will be only one Classic Race A shorter start interval (or simultaneons start procedure) may by necessary to reduce the overall start times. The question of whether incomplete teams should start with other teams at World Cup and JWOC is being considered.

IOF Event Standards Committee Meeting on 9th/10th April, the following Rule Deviations were approved for JWOC 1999:

 

1. Mixed relay teams may start at the same time as the other teams (i.e. Rule 12.14 does not apply to JWOC 1999).

2. In the Classic Race the Start interval will be one minute (i.e. Rule 12.16 does not apply). Competitors will be allocated to three starting groups as specified in Rule 9.13.

 

 

Arrival

 

Please inform the Organizers about the date, place and time of teams’ arrival (flight number as well). If requested, the organisers may help for transporting teams from other railway-stations or airports in Bulgaria.

The transportation fee from-and- to the railway-station or airport-Varna is 8 DM per person.

 

Transport

 

For the opening ceremony and all events official transportation will be used. There will be different transportation time schedules for each day of the JWOC, according to start and finish times. For teams with their own transportation there will be a special guarded parking lot in the event centre.

 

Team Leaders’ Meetings

 

The team leaders’ meetings for each competition will begin at 19:30 previous day (see the program). At the meeting team leaders will get start lists, bib numbers, control descriptions, and Sport- Indent punch chips.

 

Maps

 

Maps for the JWOC will be surveyed in 1998-99. Different scale maps will be used for the separate competitions:

- classic distance - M 1:15,000

- short distance (qualification, final) - M 1:10,000

- relay M 1:10,000

All maps will be with 5 m contours.

Terrain description

 

The competition area terrain is medium hilly with steep valleys and rich in microforms. The forest is mainly deciduous with very good runnability. The base ground is hard and good for running.

Electronic Punching

 

The “SPORT – IDENT” electronic system will be used for “punching” at the controls for the JWOC competitions. At the Model event the competitors, officials and other accredited people may examine closely this system.

 

Prize-giving ceremonies

 

All prize-giving ceremonies will be held at the finish area of the competitions. From I-st to III-d place there will be medals, diplomas and souvenirs for all competitors finishing in I-st, II-nd and III-rd place from IV-th to VI-th place there will be diplomas and souvenirs only.

 

Entertainment

 

Sightseeing tours around Varna will be available. You may fill in an entry form

at the time of registration in the event office.

 

Identity cards

 

Please, bring two colour photos of each competitor and official (3x4 sm.). They will be used for ID-cards and inquire cards.

 

National Anthem

 

Team are requested to bring the audiocassette with their national Anthem.

 

Foreign currency

 

At the event centre there will be available a Change bureau.

 

Means of communication

 

Wireless phones are not permitted.

Team Supporters’ Events during JWOC

 

From 01.07.99 the 3-day Bulgaria Cup Event will take place.

On July, 7th and 9th, 99 – “Varna summer” cup will be organized on the maps of JWOC-99 (classic and final-Short Races)

Please frefer to the organisers of the JWOC-99 for detailed information.

 

Video film

 

It will be made 60 minutes film about JWOC 99 .If you want to buyit you should place an request with the Final

Entry Form (15.06.1999).

The cost is 95 DM per one cassette + postage.

You may pay during the JWOC ’99.

The X-th Jubilee World Junior Orienteering Championships 5-11.07.1999 Varna,Bulgaria will be held under the patronage of Nadezda Mihailova - Minister for foreign affairs of Bulgaria and with the Bulgarian Atlantic Club support.

The city of Varna is sitnated 800 km for away from the conflict zone- Kosovo- Yugoslavia.The situation in Bulgaria is very calm,and there is no reason preventing the normal preparation and organization of the JWOC.

Till now there has been received Entries for 367 competitors and officials, from 35 countries of the four continents.

The Organizing Committee of the JWOC'99 wish useful training's of all orienteering teams and successful realization!
